P2P Transitional House
The P2P Transitional House is a premier residential opportunity which provides a secure, welcoming, and engaging living environment that encourages and supports the academic and personal success of P2P Scholars.
P2P will provide programs that are directed at enhancing students’ capacity and aspirations for growth intellectually, socially, aesthetically, interpersonally, and physically. Valuing equity, diversity and inclusion, mutual respect, engagement, and community, the P2P House is a place where many scholars thrive.
Through our signature P2P curriculum, our Scholars will have a comparative advantage among college graduates; they will be civically-engaged, sensitive to human concerns, and nationally aware.

The P2P Transitional House has served as a cornerstone of From Prison Cells to PhD’s reentry and stabilization work in Baltimore City, providing safe, structured housing and wraparound support for justice-impacted men transitioning from incarceration into the community. P2P Transitional Housing for Women and Families

A Baltimore City Opioid Settlement–Funded Initiative
The P2P Transitional Housing for Women and Families is a three-year, $1 million initiative funded by the Baltimore City Mayor’s Office through opioid settlement dollars to address the intersecting challenges of housing instability, substance use recovery, and justice involvement among women and families in Baltimore City. Led by From Prison Cells to PhD (P2P), a Baltimore-based nonprofit founded and led by formerly incarcerated scholars, the project will acquire, renovate, and operate a trauma-informed transitional residence designed specifically for justice-impacted women and their children who have been affected by the opioid epidemic.
Building on P2P’s proven Transitional Residence Program (TRP)—which achieved a 0% recidivism rate among graduates in its men’s program(within the first 3 years of data)—the women and families house will provide safe, stable housing paired with wraparound supports that promote recovery, education, and long-term independence. The program will serve approximately 10–14 women and up to 8 children each year, prioritizing those returning from incarceration, treatment programs, or other systems of care. Residents will receive an initial period of rent-free housing followed by a graduated rent model that supports financial stability and prepares participants for permanent housing.
Core services include individualized case management, substance use recovery support, academic and career planning through the P2P Scholars Program, peer mentorship, and family reunification supports. Women-centered healing and parenting services will be delivered in partnership with Light to Life (L2L), a trusted community partner specializing in trauma-informed, survivor-led programming for justice-impacted women. Children are fully welcomed and supported through parenting workshops, childcare coordination, and developmental and behavioral health resources.
The P2P Transitional Housing program is governed by and overseen by P2P’s Board of Directors and the P2P Housing Advisory Subcommittee. The initiative reflects Baltimore City’s commitment to using opioid settlement funds to advance public health, recovery, and housing equity, while addressing the unique and often overlooked needs of justice-impacted women and families.
By combining stable housing, recovery support, education, and healing-centered care, P2P Transitional Housing aims to break cycles of incarceration and addiction, strengthen families, and create a scalable model for restorative reentry and housing justice in Baltimore and beyond.
